Here's what I found out on your ToolKit -
For GSM vs CDMA
http://www.diffen.com/difference/CDMA_vs_GSMCiphering provides encryption for your cell phone traffic. No mess with this.
QXDM
http://www.qualcomm.com/common/documents/brochures/QXDM_111809.pdfApparently turning off the radio is the same as turning off the Mobile Network.
I would do this from the desktop.
SMSC
"The SMSC is the SMS service centre, which you shouldn’t change. Refresh will
pull the SMSC number from your SIM card, which you can then edit and write back
to the card with Update. I strongly recommend you leave it well alone, and if you
are going to play with it then note down your original SMSC number first!"
The DNS will have something to do with the way your Browser communicates with the
internet by using friendly names instead of numbers. I'd leave that alone too!
The rest of the sections make interesting reading.. be careful in there!

XDA's post on this start's with a warning you could brick your phone.
