No, I believe you are still using your minutes. Google Voice is not a voip service - it's more a way of organizing all your numbers into one. I use it and love it!
There are voip options over wifi for android. The one I prefer so far is Fring and plugging in my SIP credentials from Sipgate. Sipgate is free for incoming calls but outgoing costs 2 cents a minute.
Fring works over 3g too but not as well. Sipdroid is another that I found but didn't like as well.
I haven't used any of these more than just experimenting for fun, so YMMV.

Not sure about this so I thought i would ask....
I am on the Verizon plan 700 mins per month....I have a friend who is NOT on verizon and on Metro PCS...so when calling him, if not during the nights/wknds I am using my mins...
If I use Google Voice, it gives me the option to call the person using GOOGLE VOICE to make the call...
So, if I use Google Voice to make the call, am I using any of my 700 mins, or am I just using DATA, which I have unlimited so basically the call would be free?
